Social Value – understanding the wider value of public investment

When resources are tight, prioritisation of work is often based on short term financial considerations. This is the reality facing the public sector across Greater Manchester. It has led to concern about realising the wider value of social programmes and the associated effects on individuals, families and communities.

Julian Cox, Matt Bowen and Oliver Kempton, the authors of a new working paper, “Social Value – understanding the wider value of public policy interventions”, argue that social outcomes can be valued to help to assess the full impact of programmes and suggest an approach which can be taken forward across Greater Manchester.

At a breakfast discussion, the paper’s authors will present key findings and conclusions from their research including:

• a generic methodology for measuring social value;
• how such an approach can be used; and
• resources required to implement the techniques.

The breakfast event will be held at the Innovation Centre, Manchester University. In addition to the presentation by the authors, the event will feature a response to the paper by Ben Jupp, Director, Social Finance.

The Quarterly Economic Outlook (QEO) provides an analysis of Greater Manchester’s current and forecast economic climate, based on the latest local and national economic intelligence. It also provides a strategic analysis of the latest economic opportunities and challenges facing the city region. The QEO assesses business start-ups and survival, house prices and the commercial property market plus employment and unemployment statistics as well as educational achievement levels.
